It’s only the bulldozer that enters the scene, showing work under construction, a symbol of a city that is coming into being one step at a time.

Just google Masdar city for the whole story. It’s supposed to be a sustainable city, but only phase 1 is built (where I took the photo from), and the rest of the place is supposed to change as the years go by.
